Borrell accused Russia of wanting to “change Ukraine’s internationally recognized borders by force, in clear and serious violation of the Charter of the United Nations.”
“The EU does not and will never recognize these illegal ‘referendums’ and their falsified outcome, nor any decision taken on the basis of this outcome and urges all UN members to do the same,” Borrell said in a statement on behalf of the 27.

Referendums on Russian annexation took place from 23 to 27 September in the occupied regions of Zaporyzhia, Kherson, Lugansk, and Donetsk. On Tuesday, pro-Russian officials claimed a “yes” victory in Zaporyzhia, Kherson, and Lugansk regions, and results are awaited in Donetsk.
According to the counts, after counting all the votes, 93.11% of the citizens of Zaporyjia voted in favor of annexation to Russia, while in Kherson the percentage was 87.05%.
The conflict between Ukraine and Russia began with the aim, according to Vladimir Putin, of “denazifying” and demilitarizing Ukraine for the security of Russia. The operation was condemned by the international community in general.
The UN confirmed that around 6,000 civilians died and 9,000 were wounded in the war, stressing that the real numbers will be much higher and can only be known when there is access to fenced areas or under intense fighting.
